Cards that include primary auto rental CDW insurance
Please provide a link, if possible, to the T&C that indicates the card offers primary coverage.

Chase Bank credit cards: (Note for US Citizens, ALL Chase credit cards above offer primary CDW Internationally (as long as country of residence is USA)* (see post #293 for details).
- Chase Sapphire Preferred ($95 annual fee) - Guide to Benefits
- Limits: Up to 31 consecutive days
- Restrictions: none.
- Limits: no coverage for Tesla or "high value or exotic brand" automobiles. May be worthwhile to verify with Chase before renting from e.g. Silvercar. (FWIW Silvercar CS confirmed that the MSRP of their A4s are approx. $30,000 as configured.)

A recent episode with Sixt hassling me about a "dent" that wouldn't even be considered significant enough to note by many companies (as it took arrows and a close in photo even to see the thing) has me thinking maybe it's time to look at a credit card with primary car rental insurance coverage.
Yet they seem to be dropping like flies. No more Discover Escape for new applicants, apparently, and the Diners Club site does a great job selling the offering (even if it's a MasterCard), but I understand they're not taking new customers.
There's also the United card with Chase, though UA isn't strong here and my miles aren't on them (though that could change) and I hate the idea of dealing with Chase because of bad past experiences with them. The $95 annual fee also seems toward the high side.
What am I missing here? Any other good possibilities?

I'll take a swing at talking you into the UA Explorer card, since you've already noted some of the drawbacks.
It's almost a no brainer to take the card for the first year. There's a no annual fee, 55k miles signup offer right now. Easily worth $800+, even if it's only for a "one-off" trip you happen to need to make at some point.
Most folks also receive something equivalent to the annual fee in either miles or statement credit to offset the second year fee.
Most (all?) of the reports on FT are that the benefits provider for the insurances on this card is very easy to work with. In fact, I can't recall anyone complaining about it. (It's a third party, so you're not really dealing with Chase...)
In addition to primary rental car insurance, you also get a trip delay benefit that includes weather. If you have a 12+ hour delay, it'll pay out up to $300, and it covers award tickets if you charge the taxes/fees to the card.
So, yeah, you give up a little since you're earning miles at a slower rate and in the wrong currency. But the benefits really are solid and you probably won't have to pay for the card for the first two years anyway.

It's in the cardmember agreement and I can't find a copy anywhere online.
It's very widely worded. Basically, if you're delayed more than 12 hours or overnight, it pays up to $300 of "reasonable" expenses, as long as you are on a round-trip flight and charged at least part of it to the card. Includes weather delays. Any airline.
It specifically mentions lodging and meals. I can tell you, from experience, it will also cover ground transportation and shower facilities when those are reasonable. Does NOT cover gratuities and any expenses incurred at home due to your delay.
Only negative is the volume of paperwork needed. You have to get a specific letter from the airline proving the delay (for UA, they have a dedicated e-mail address to generate that letter) plus receipts for everything, including your original ticket, plus a detailed flight itinerary from the original and revised bookings.

I have it; it is a good card, IMHO. "Miles" are earned 2 for $1 charged; 100 miles = $1 on amazon.com. 1,000 bonus points per month for 25 months, cancels out nearly four years of the annual fee, and, according to my calculation, even if you include the annual fee if you charge approx. $10k/year you get around 1.54 percent return if used on amazon for award redemptions. Primary car rental insurance (part of "enhanced travel benefits") are provided. Also you can pick any design you want if you don't like the default 'escape' design.

Noob here ... I live in NYC and don't own a car or insurance. I have United Explorer that I plan to use for 4-day car rental. Based on comments above I don't need CD insurance but wondering if I need liability or any other type of insurance. We don't travel much so rather ay a few more for a piece of mind. Any thought?

You are correct that you don't need CDW/LDW coverage, but should probably get liability coverage (usually called SLI or LIS).
Note that SLI/LIS can be a little expensive: it's often at least $20/day that you rent. If you have a renters' or homeowners' insurance policy in NYC, adding a non-owned auto liability policy can often cost less than $200/year (in some cases as little as $100/year) and cover both you and (if you're married) your spouse. Talk to your insurance agent.
Another thing to consider is Zipcar. While it's a bit more expensive than a standard rental (especially if you plan to drive a lot of miles), it includes $300k of liability protection and unlimited fuel. Note that Hertz on Demand (which is similar to Zipcar) does NOT include liability protection beyond the abysmal state-mandated minimums, and doesn't even allow you to purchase SLI as an option, so if you use Hertz on Demand, you'll want a non-owned auto policy.

I can't guarantee about now, but last time I checked, most car-rental co.s had blanket liability policies which were secondary to the renters' own auto insurance. So I recommend asking each company about their rules BEFORE you rent. Depending on their answers, how often you rent, & how often you drive friends' cars, you might want to take Themicah's suggestion of buying a non-owner's policy.

Even if the car rental company's liability coverage were primary for those without a personal auto insurance policy, the rental companies typically provide only the state-required minimum coverage, which is usually paltry.
I paid between $12.95 and $14.55 per day for million-dollar SLI coverage before I bought a non-owned auto policy from The Travelers which provides $500,000 coverage for $154/year. (This is a stand-alone policy, not an addition to my co-op owner's insurance.)
Some membership organizations have agreements with some car-rental companies to provide enhanced liability coverage to renters who use the organization's association discount code on the rental. (Avis used to provide AARP members with $100/300/25 liability coverage at no additional cost, but that benefit was eliminated some years ago.)

Exactly the same situation here. Travelers is the only place I've found that sells non-owner coverage for anything resembling a reasonable price. I found one agent that's familiar with these policies, FYI: Campbell Solberg (campbellsolberg.com). No association with them other than being a customer.

I was hoping that Amex premium would have a liability coverage but unfortunately they dont. Need to check Travelers ...

I used to have the $500k Travelers non-owned policy, too (until I bought a car; now I have a regular Travelers auto policy).
My insurance agent (who unfortunately stopped writing non-owned auto policies for new customers because they weren't worth his time) also gave me an option of a Chubb homeowners policy that included non-owned auto liability coverage by default. But the Chubb policy cost significantly more than my travelers co-op policy + Travelers non-owned auto.

Does anyone know the cheapest way for me to get liability insurance while doing a week long rental in Europe this summer? I plan to use my United Explorer Card to cover my car, but my auto insurance does not cover me in Europe. I was planning to just buy the SLI at the rental counter, but would love to hear about any other options. I only need it for one week-long rental; so the long term policies are probably not the best solution.
